2nd Offender - Found @ 1225 S. 11th Street

I was riding back from the 24-hour CVS last night and caught this beauty on 11th Street. I wonder if this jerk built a lot of forts when they were a kid.

1st Offender - Found @ 1136 Carpenter Street

Everyday, like clockwork, this guy puts his cone out to hold the spot for his car. The cone he currently has is from PECO Energy.
